By the end of this course, students will have an extensive knowledge of the literature on these topics and be able to identify new puzzles in light of vacuum in existing research. Among the questions the course will seek to address are: How does sovereignty evolve to define the modern state? What is state failure? How closely are state failure and terrorism linked?
